We have totally 22 circles in India. If the mobile subscriber travels from one state to the other he will be charged extra fee for both incoming and outgoing calls. This is called as roaming charges. Now a high panel constituted by Department of Telecom (DOT) proposed to merge all 22 circles into one and there by remove the roaming charges.
Considering the complexities of having more circles and roaming charges, DoTs move is a good measure to the mobile customers who travel frequently across India. This also strengthens the One India concept.
DoT proposed to merge all the existing circles to one or have less number of circles say four to five for whole country. But the telecom operators strongly opposing the move. TRAI will work out the strategies and modalities to implement the suggestions of DoT
